The following are the original motions that were put forward for Convention and their outcome. The first four motions were to do with bye laws and motions for congress. These were dealt with during Convention and the remaining 10 motions were dealt with at the County Board meeting that was held immediately after Convention.

Referees Administrator (elected in accordance with Rial 59(h), TO 2006) and 2 representatives of each adult club, one of which, at least, being Club Cathaoirleach/Runai. All shall have voting power.

A Fine of €200 shall be imposed for breaches of Rule in League games plus any penalty resulting from a consequent delay in match starting time.

Convention 2008 – Officers elected
GeneralThe following is a short summary of the Officers elected at todays Convention in the Bush Hotel , Carrick-On-Shannon. Note that the posts marked with a * are newly elected while the remaining posts are unchanged as officers were re-elected unoppossed.
The post of Ard Comhairle was the only position that went to a vote and that was contested between Jim Meehan (Dromahair) and Kevin Ludlow (Annaduff). Jim Meehan was deemed elected after a majority win. A more detailed report of proceedings will follow tomorrow.

Coiste na nÓg – AGM – Report
Coiste na nÓgThe meeting opened with Chairman Jimmy McNama welcoming all delegates. He invited Senior Board Chairman Gerry McGovern to address the meeting.
In his address Gerry compliment the Executive in the efficient way they went about their work and in organizing over 460 fixtures over the course of the year. He also paid tribute to the Feile committee on the fantastic job they done with organizing a wonderful event which was the highlight of the GAA year in Leitrim. He also paid tribute to all the clubs in the county on their efforts in making the event possible and also on the great work they were doing on moulding the young players of the future.
Following this Secretary Attracta OReilly gave her report to the meeting. In it she thanked all those who helped her throughout the year and again paid tribute to the Feile committee. Attracta again thanked the clubs in Leitrim for their cooperation in making the event such a success. She outlined all the worked done at club level and at county level and thanked all county mentors for their hard work throughout the year. Attracta also thanked the members of the Senior board, Ladies board and hurling board for all their help and co-operation throughout the year.
Outgoing Chairman Jimmy McNama then addressed the meeting and paid tribute to everyone he had worked with over his three years as chairman of the Coiste na nÓg. He thanked all who had helped with the running of games throughout the year and wished the incoming executive well.
Outgoing Treasurer Walter Sharpley gave a very detailed financial report. Senior Board Treasurer Jim Meehan complimented Walter on the report.
Next the meeting moved to the Election of Officers.
With outgoing Chairman Jimmy McNama not seeking re-election Dan Gallogly (Sean O’Heslins) was elected un-opposed as chairman. Addressing the meet Dan paid tribute to the outgoing chairman and thanked his own club Sean O’Heslins for nominating him
John Joe Byrne (Drumkeerin) was elected un-opposed as Vice Chairman replacing new Chairman Dan Gallogly in this position.
Outgoing secretary Attracta Reilly (St. Mary’s) was re-elected un-opposed.
Outgoing Assistant secretary Terence Boyle (Aughnasheelin) was re-elected un-opposed.
Treasurer Walter Sharpley indicated that he was stepping down as treasurer at the October meeting of the board and as no nominations were submitted for this position it has been left over to the first meeting of the new year to allow the incoming executive find a Treasurer.
Outgoing PRO Padraig McGourty (Glenfarne/Kiltyclogher) was re-elected un-opposed.
Outgoing Registrar Anselm Reynolds was re-elected un-opposed as Registrar.
The meeting next moved to the motions that had been put forward by the Clubs and board of Coiste na nÓg.
The first motion from the St. Caillins club in relation to retaining the structure of the current U-12 competition was withdrawn as there was no proposal before the committee to change the structure of this competition. A further motion from St. Caillins to turn the U-16 championship to a 15-a-side competition was defeated following a lengthy debate. A motion from Sean O’Heslins stating that consideration be given to adult football fixtures by Coiste na nÓg when fixing Minor League and Championship games was withdrawn after Senior Board chairManagerry McGovern stated that this was already the case. A motion from the Aughnasheelin club stating that where possible linesman for all underage finals by provided by Coiste na nÓg was passed without opposition. Two further motions from the same club regarding the timing of fixtures were withdrawn after a lengthy debate.
A motion from Coiste na nÓg that in the event of a neutral venue been unavailable for a semi-final, both teams shall toss for venue was passed. A motion to abolish the 7 day rule for the re-fixing of postponed games was defeated. A further motion from the board around the reasons for canceling of games was passed. A motion proposed by the board that the Minor A Championship Final should precede the Senior Championship Final was passed without opposition and will be forward to the Senior Board for their consideration at their first meeting in the new year. Another motion from the board regarding underage boys games played on a Monday, Wednesday and Friday take precedence over girls games on the same day with the boys games being played without the girls on these evenings if the girls also had a game was passed as a recommendation. It was stated that this motion arose out of a problem which arose this year where 3 underage boys finals had to be cancelled because participants in them were also lining out for the U-12 Leitrim ladies team. Ladies Secretary Kieran Moran stated that this would not happen again and that with continued co-operation between the boards future fixture clashes would be avoided as traditionally ladies underage fixtures takes place on a Tuesday and Thursday. A motion regarding the presentation of teams was withdrawn as this was already dealt with by Rule. A motion to increase the Secretary’s honourarium was passed without opposition. The final motion from Coiste na nÓg that the Under-12 Division 1 championship winners represent Leitrim at Feile Peil na nÓg two years later was also passed. In event of that team being unable to go , the League winners if a different club would go. If it was the same team that won both the competitions and was unable to go, the championship runners-up would be invited to go.
A motion from the Coaching officer that all clubs have 2 qualified coaches for every underage team was passed as a recommendation.
The meeting concluded with outgoing Chairman Jimmy McNama thanking all clubs for their attendance and wishing all present a happy Christmas and peaceful new year.

Motions for Convention 2008
GeneralMotions for Convention have been sent in by clubs in recent weeks. So what does this mean ?. Motions to Convention are proposals that are generated by the clubs and its members to change the rules governing all aspects of the GAA including the running of the GAA at national level, provincial level and most important of all at our own county board level including the format of the club competitions in Leitrim.
Why ? – Contrary to popular belief – rules and guidelines originate from clubs and form the basis of the rule book that governs the whole association.
This year, like every other year, clubs in Leitrim are asked to submit their motions to Leitrim Convention. To do so every Club holds a meeting, which should be attended by all of its members, and suggestions are requested for the amendment, changing or introduction of new rules. The suggestions become motions which are then sent to the County Board for inclusion in convention. Motions are categorised as either affecting Bye Laws, Congress, Competitions, General Law or as a Recommendation.
On the day of Convention (i.e Sunday) a club representative (delegate) speaks about the proposed motion and when all discussions are over – all club delegates and county board officers must vote on accepting or declining the motion. Should a motion be voted in favour then this motion will form a part of the rules for 2008 (or it might be put forward as a motion towards a higher level depending on its category).
The bottom line is that each and every member of each parish club holds the power to change the way the GAA operates.
